In PS.

Open image, ctrl A, ctrl C, ctrl V.

Do that twice so you have 3 layers open all exactly the same.

Click the eye on the top layer and then highlight the middle layer and ctrl L for levels.

Then up the levels to get your desired brigtness.

Re click the eye on the top layer and create new vector mask and select a large soft brush on black.

Then paint away the dark background that you want to be brighter on 100% to totally remove it or a lower opacity % to gradually remove.

That's the way I do it and is only the jist of it. Fuck about with brush size and hardness and opacity on both the layer and brush.

Shift,ctrl E to merge visible layers when you are done and save as jpg.

And in future remember to use a higher ISO, longer shutter or larger aperture!

Also, if the photo is already taken, and u dont want to faff about too much, use Photoshop CS3E (Or some of the previous versions, cant remember how far back the tool goes, but probably CS1 or V.8) Shadow/Highlight function, just move the sliders till you're happy with the result, or, if its in RAW format (which I doubt, as you're asking the question) you could use fill light in the converter in CS3E.

use curves in photoshop.

make the little line look like an S

Thats the easiest way to bring all the colours out of your image without fucking it up.
