Go to the photo, and there's an option to set it as a group's top photo. Just chose the group from there.. you need to be a mod of the group obviously.

i.e below the pic these options are available:

Add to my favourites ? Add to group top photos
Email to a friend ? Report to a moderator
Download this photo
