i dont think it matters
i was reading some books about chinese horoscopes in an astrology shop the other day, and they have simialr 'rising signs' and the book said that to choose the time it was when you were born, wherever that was, so mexico, china, usa, uk, belgium, it dont mattter, its jsut the local time that you were born.
i supose its the same for westernhoroscopes.

bAnE, that site will not give you a correct reading for the UK. I will find you one where you have to put in your birthplace as well as the time of your birth to enhance accuracy.
