Ha ha! I am glad I am not the only person who thought this funny enough to take a picture of. I have one just like it. Those steps would certainly have been a hazard for anyone who was tripping!! See my photo of the 'ancient monuments can be dangerous' sign (DrLB's gallery for this party). I know of several ancient monuments that have been given ASBOS and, like strangers, you should NEVER talk to them. They also get a bit punchy after a couple of stellas....
